Domestic Adoption

At the end of the year 2012 “The Protection of Children and Youths Welfare and Rights Act” has been revised. The revisions that referred to adoption have been implemented on the 30th of May 2012 including the regulation that the adoption matching services will be entrusted to the authorized adoption matching services agencies. On the other hand, for the child’s best interest, the domestic adopter will be considered as priority.

Cathwel Service identifies itself with this adoption vision, and in order to respond to the law revisions, we started to prepare the domestic adoption services at the beginning of 2012. Since the 21st of July 2012, Cathwel Service has begun the domestic adoption service; doing its utmost best to find a suitable family for their children nationally. With the child’s best interest at mind; Cathwel Service tries to find that forever family.   

Cathwel Service is authorized and approved by Taiwan authorities as an adoption matching services agency and provides the following adoption services:

  1. Adoption consulting services.

  2. Adoption applications.

  3. Referral of welfare services or other adoption resources.

  4. Preparation courses for parental education.

  5. Home study (including: home visit, interviews, and qualification review) and assessment committee.

  6. Matching services for adopters and adoptees.

  7. Necessary assistance during the period in which adopters and adoptees gradually learn to live together.

  8. Assistance with the legal adoption procedures in court.

  9. Follow-up counseling and other follow-up services.

  10. Search and reunion services.

  11. Advocate for adoption services.

The organization’s practical experience and “Permit and Management Regulations for Children and Youth Adoption Service Providers” article no. 10 are referred to as the competence guidelines for potential adopters, this includes: 

  • physical and mental status
  • personality traits
  • financial capability
  • the age gap with the adoptee
  • attendance of adoption preparation procedures
  • the desire and motivation to raise a child
  • no criminal record
  • family and relationship status (for example: marriage or dating)
  • safe and stable living environment
  • basic knowledge about a child’s development of different ages
  • a care plan that meets the child’s needs and is beneficial to the child
